PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-11-RP-00195 for the Department of Veterans Affairs (VA) for Laundry Bags. VA purchases approximately 35,309 of these Laundry Bags on an annual basis. Only one award will be made as a result of this solicitation. The Laundry Bags are being procured as an SDVOSB set-aside. Therefore, all offerors products must be manufactured by a small domestic (or "outlying area") manufacturer. Outlying areas include Commonwealths: (i) Puerto Rico (ii) The Northern Mariana Islands. Territories: (i) American Samoa (ii) Guam (iii) U.S. Virgin Islands; and Minor outlying islands (i) Baker Island (ii) Howland Island (iii) Jarvis Island (iv) Johnston Atoll (v) Kingman Reef (vi) Midway Islands (vii) Navassa Island (viii) Palmyra Atoll (ix) Wake Atoll. Specifications for Laundry Bags are as follows: Laundry Bags 18" Diameter 100% Polyester 1 Fabric Content: One Ply 100% Polyester, with a water resistance according to the AATCC 127-1980 rating of no less than 80; 18 inch bag will allow for 22 to no greater than 26 gallon capacity 2 Fabric weight 2 to 3oz per sq yard 3 Fabric Color- Must have Red, White and Yellow 4 Labeled (Fabric content, care instructions, country of manufacture) 5 Label Fabric either nylon or polyester or pained into fabric 6 Fabric can be commercially laundered with recommended wash formula 7 Seamless round or Square Bottom 8 Pull over cover flap size - Range 16" to 18" Measured from leading edge of flap to where it attaches to the bag 9a Size of handles on bottom for use while emptying the bags. You may make pricing changes if necessary. Solicitation #VA-797-11-RP-0195 will be electronically issued in commercial item format, in accordance with FAR Part 12, on or about August 23, 2011.
