RECOVERY - URGFCP Historic Architect Services to Evaluate Irrigations Structures in the Canalization Project

THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO THE CONTRACTORS AS STATED BELOW. 1. Multiple Award Contracts IBM04D0001, IBM04D0002, and IBM04D0005 were awarded to Camp Dresser and McKee (CDM), Parsons Infrastructure (Parsons), and CH2M Hill, Inc. (CH2M Hill), respectively, on April 1, 2004 for environmental services. 2. The International Boundary & Water Commission, United States and Mexico, US Section (USIBWC), has a need for the historic architectural evaluation of the entire Rio Grande Canalization Project (RGCP) reach in Texas and New Mexico. 3. The New Mexico and Texas State Historic Preservation Offices (SHPOs) have concurred with the USIBWC that earthen levee improvements requiring up to two (2) feet of fill material, would not impact historic resources. Further coordination with the SHPOs indicated that levee improvements requiring greater than two (2) feet of fill would require additional investigation and documentation. Height increases, greater than two (2) feet, have the potential to expand the levee footprint, up to a maximum of twelve (12) feet on each side of the existing levee. 4. Preliminary background research indicates that the entire levee system including all its irrigation structures, box culverts, gated structures, storm drains, and dams have met the 50 year age criteria and may be potentially eligible for inclusion in the National Register of Historic Places. Therefore an architectural survey and evaluation of architectural/engineering buildings, levees, and structures, including subsurface features (e.g. irrigation ditches) located along the entire RGCP is required. 5. In accordance with Section H, Special Contract Requirements, Paragraph (b), Competition, of the contracts, competition for issuance of a Task Order is limited to the awardees. All awardees are given a fair opportunity to be considered for each Task Order. 6. Request for Proposal 09-09 was issued to the three awardees on February 18, 2009 requesting a firm-fixed price proposal to perform the work. The awardees were advised that the task order would be awarded based on the lowest price technically acceptable proposal received. Amendment 1 was issued February 24, 2009 to respond to questions received from CH2M Hill.
