The General Services Administration (GSA), Public Buildings Service (PBS), Eastern Service Center (ESC) has a known need to provide concrete barriers at multiple Washington and Idaho border stations. Contractors shall be registered in the System for Award Management (SAM) to be eligible for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number GS-10P-13-XC-P-0008 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-61. This is a 100% set aside for Small Business Administration certified Small Business. NAICS: 238120 Small Business Size Standard: $14,000,000 CLIN 0001 - Contractor shall provide all supervision, labor, equipment, materials, and perform all work required to furnish, deliver, offload, and place (as directed by GSA representative): QTY 17 EACH - Precast concrete barriers (10 feet in length), QTY 1 EACH point barrier, and all associated hardware/interlocking pins to the Ferry Border Station located in Curlew, Washington. QTY 18 EACH - Precast concrete barriers (10 feet in length) and all associated hardware/interlocking pins to the Laurier Border Station in Laurier, Washington. QTY 9 EACH - Precast concrete barriers (10 feet in length) and all associated hardware/interlocking pins to the Metaline Falls Border Station in Metaline Falls, Washington. QTY 2 EACH - Precast concrete barriers (10 feet in length) and all associated hardware/interlocking pins to the Eastport Border Station, located in Eastport, Idaho. All barriers shall match existing WSDOT type 2 barriers, WSDOT type 2 point barriers, and conform to WSDOT type 2 specifications. See attached RFQ package for details. All items shall be delivered, offloaded, and placed by the contractor no later than 45 days after award. Contractor's price shall be inclusive of all shipping FOB destination. Contractors shall include their firm's proposed delivery schedule and delivery terms in their offer. Award will be made to the responsive and responsible contractor who represents the best value to the government. Factors in determining best value are delivery schedule and price with price being significantly more important than delivery schedule.
