Discovering the People's Practices of High-Performance Organizations Membership Subscription

This contract is a Firm Fixed Price contract however it was not competed. In accordance with 41 U.S.C. 253(c) and/or 10 U.S.C. 2304(c), GSA has determined that the procurement requires a sole source in order to satisfy the agency's need. Specifically, the basis for other than full and open competition is that GSA has a requirement for the Discovering the People Practices of High-Performance Organizations Membership Subscription to ensure access to all opportunities to remain constant in meeting the Office of Human Resources Management's objectives and mission. In addition, the Intistute for Corporate Productivity Inc (i4cp) established the membership incorporating specific human resource benefits, features and services which the firm builds on continuously. Thus, the i4cp is the only source to procure the membership from. A Justification and Approval is attached to support this non competitive buy.
