Following extensive market research, the Defense Threat Reduction Agency (DTRA) awarded the DTRIAC FY21-26 requirement to Kapili Services, LLC - a qualifying and certified 8(a) small business concern, serving as the prime contractor per Federal Acquisition Regulation (FAR) subpart 19.8, and the Small Business Administration’s (SBA) regulations for the 8(a) Business Development Program (www.sba.gov). The DTRIAC FY21-26 effort includes support for record management, digitization, and declassification review. Place of performance is Kirtland Air Force Base in New Mexico. The Period of Performance spans from 16 Dec 2021 through 15 Dec 2026 and consists of 7 Base Contract Line Item Numbers (CLINs) and 67 Option CLINs. This requirement was awarded as an Undefinitized Contract Action (UCA) on 16 Dec 2021 and Definitized on July 28, 2022 under a cost plus fixed fee (CPFF) pricing arrangement. A CPFF contract was appropriate given the uncertainties involved in the operational and R&D support services of this requirement that do not permit cost to be estimated with sufficient accuracy to use a fixed price arrangement.
