Pre-Award Notice of Planned Single Source Award to Johnson Controls for Chiller Commercial Training Services

SINGLE SOURCE JUSTIFICATION (Per FAA Acquisition Management System (AMS) Procurement Guidance T3.2.2.4D.1) 1. Title of Procurement Procurement of Commercial Training Services for Johnson Controls York Manufactured Chillers. 2. Program Office and Point of Contact Air Traffic Organization (ATO) Safety & Technical Training (AJI), Air Traffic Services Policy & Requirements Group (AJI-232), 3. Nature of Procurement Action This Single Source Justification is for the procurement, through the issuance of an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, of commercial training, for FAA personnel, on chillers manufactured by York. 4. Description of Supplies/Services This contract will provide factory certified training to FAA site technicians, Technical Services Operations Group (TSOG), Operations Engineering Support Group (OESG), and Second Level Engineering employees that operate, maintain, and overhaul chillers for equipment and/or space cooling at NAS facilities. Over the next five years, the FAA plans to train employees on operating, repairing, and maintaining Johnson Controls York manufactured Chiller equipment. The primary place of performance and instruction will be the Contractor’s facility. However, at the discretion of the Contracting Officer (CO), FAA personnel may attend an FAA-only, closed training course at an FAA facility or attend an open to the public course or alternative course format as offered by the Contractor. 5. Authority The authority for this single-source procurement is provided by AMS Procurement Policy 3.2.2.4. 6. Rationale Supporting Use of a Single Source Over the years the FAA has installed chillers manufactured by all of the major chiller brands at National Airspace System (NAS) facilities throughout the U.S. and its territories. The currently installed chillers must be operated, repaired, and maintained by FAA personnel. These personnel must be trained on the specific chillers that are installed at their facility to be proficient with them. In 2018 a Market Survey was conducted in support of the award of 6973GH-18-P-04625 for York Chiller Training. The results of that Market Survey indicated only the Original Equipment Manufacturer (OEM) was capable of fulfilling the FAA’s requirements. As indicated below, there have been no changes in the market and the OEM remains the only vendor capable of fulfilling the FAA’s requirements. 7. Market Analysis A Market Survey was posted to beta.sam.gov on March 30, 2020; with a closing date of April 10, 2020. Only one (1) inquiry was received in response to the Market Survey. The inquiry was from a foreign company that would not have been given the opportunity to compete against a domestic business. No other responses were received. Based on the results of the Market Survey, it was determined only the OEM could provide the training. 8. Other Facts Supporting Use of Single Source Although other manufacturers have training of a similar nature, the training is for their specific models of chillers; no other company or manufacturer is capable of providing the level of training necessary for the York chiller system’s.
