Naval Air Systems Command (NAVAIR) Electronic Patrol 3 (EP-3) Model Aircraft Ku-band Spread Spectrum (KuSS) Services

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Scott Air Force Base, Illinois, awarded a sole source contract to Viasat, Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602. This action is on behalf of Naval Air Systems Command (NAVIAR), Program Manager Air (PMA)-290E for NAVAIR Electronic Patrol 3 (EP-3) Model Aircraft Ku-band Spread Spectrum (KuSS) Services. Required services include commercial satellite communications (COMSATCOM) managed network services for Ku-band aircraft terminals. Authority for use of other than full and open competition: 10 U.S.C. §2304(c)(1) and FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements” for NAVAIR PMA-290E. Viasat, Inc. is the only approved source for NAVAIR EP-3 Model Aircraft KuSS Services for PMA-290E. Viasat is the only responsible source because Viasat is the only provider capable of meeting NAVAIR's data rate requirements.
