Naval Air Systems Command (NAVAIR) awarded an Order under Basic Ordering Agreement (BOA), N00019-16-G-0006, to General Atomics, San Diego, California (CA) for the procurement of EMALS Depot Planning Phase II efforts, including depot level logistics support analysis, engineering support for logistics, supportability analysis, maintenance planning, reliability maintenance, technical manual development, and engineering support as it directly correlates to depot planning for CVN 78 and CVN 79. Additional efforts include those required to complete the EMALS Depot Planning logistics products necessary in support of an in-service EMALS. The period of performance of this Order is from 13 February 2020 to 12 February 2022. General Atomics is the sole designer, developer, and manufacturer of the EMALS system. As such, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The awarded Order is for the supplies and services for which the Government solicited and negotiated with only one source under the authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
