This is a NOTICE OF INTENT for Solicitation 70RTAC20Q00000003 for a sole source procurement. The Government intends to award a sole source contract to the National Fire Protection Association (NFPA) in accordance with FAR 13.501 (a) sole source acquisitions to obtain online access to NFPA's standards needed by Department of Homeland Security (DHS) and components to stay in compliance and up-to-code on fire, electrical, building, and life safety. NFPA is the codes and standards organization. Only NFPA could provide the National Fire Codes All Access Subscription because the subscription is sold and distributed exclusively by NFPA. There are no other vendors capable of providing this information. NFPA holds the copyright. This requirement is not classified. This requirement is unrestricted. The North American Industry Classification System (NAICS) is 519130. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties who believe they can meet the requirements may submit in writing complete information describing their ability to provide the services as detailed above. [email protected]. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government to not open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. All submissions shall be submitted to the Government by no later than November 16, 2019 at 9:00am EDT. After which time, a Sole Source contract with National Fire Protection Association is intended to be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
