Notice of Intent to Sole Source: 36C77622Q0068 HDI22-58 Social Sciences Multidisciplinary Citation Research (SSMCR) Tool Subscription Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Clarivate Analytics for the Social Sciences Multidisciplinary Citation Research (SSMCR) Tool Subscription. Justification: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Central Office (VACO) Library requires an existing, commercial, off-the-shelf, web-based electronic subscription to the Social Sciences Multidisciplinary Citation Research (SSMCR) Tool which will be made available to all VACO Library staff and employees. This resource will be used to answer reference questions received by VACO Library staff and by VACO employees who want to do their own research. VHA s goal is to insure uniform availability of high quality, medical and health sciences electronic textbooks across the VHA system to improve clinical decision making. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS) subscription to Social Sciences Multidisciplinary Citation Research (SSMCR) Tool. The required subscription shall provide all VACO employees with online access to a single online, web-based subscription to a social sciences multidisciplinary citation research tool. Authentication shall be through IP address validation on a network gateway basis, eliminating the need for users to enter identification, username and/or password. It is an invaluable, and incomparable research and reference tool for VACO Library staff and employees and allows the VA to stay attuned to the issues impacting the VA from a legal and business perspective. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. The subject line for correspondence should clearly display: 36C77622Q0068 *Note: Sub-Contracting Limitations Please provide clarification that you can maintain compliance with sub-contracting limitations in accordance with FAR Clause 52.219-14, Limitation on Subcontracting (November 2011) applies to this procurement. Therefore, Contractors are cautioned that the requirement to perform 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern.
