NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is Standard Communications, Inc. located at 5402 Leeds Manor Road, Hume, VA 22639. The place of performance is at the VA Loma Linda Healthcare System located at 11201 Benton Street, Loma Linda, CA 92357-1000. This requirement shall be used to provide planning, implementation, maintenance, service, and upgrade of the SPOK Communication system. The contractor shall install a new instance of Spok Messenger to provide the existing Spok Console iWeb system with the capability of sending messages to Vocera device customers. The user will be able to utilize iWeb to look up other users via the Console directory, and send a message to the users Vocera ID. The project also includes the addition of a Spok Administrator Console for system management activities. Team SCI will provide the services required to perform the implementation. . This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 09/16/2021. The proposed period of performance shall be from September 20, 2021 through September 19, 2026 (Base year and Four (4) Option Periods). Total estimated value for the Base Year and Four (4) Option Years is $176,505.62. The North American Industry Classification System (NAICS) for this requirement is, 517919 All Other Telecommunications. Product of Service Code for this requirement is, DG01 IT and Telecom Network Support Services (Labor). The Small Business Administration (SBA) size standard for this sector is $35.0 Million Dollars. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.
