DA01--*Notice of Intent to Sole Source* Nurse Staff Scheduling System - Coatesville VAMC

The Coatesville VAMC has an urgent need for AcuStaf 3001 Labor Management software for use in the COVID-19 clinic. AcuStaf 3001 is the only labor management software that utilizes the HL7 interface to properly communicate with VistA, Decision Support Systems (DSS), VA Nursing Outcomes Database (VANOD), Paid Enhancement for VANOD (PEV), and Office of Nursing Service (ONS). FPDS shows all VA procurement history for AcuStaf 3001 has been made through AcuStaf. Cynergy Professional, an SDVOSB firm, is listed as an approved/authorized reseller in SEWP. However, their published prices are higher than AcuStaf s (the OEM of the software) prices listed on GSA contract GS-35F-0408X. A search of the Interagency Contract Directory shows that NCO 19 and NCO 21 have established BPAs with AcuStaf. There are no results for keyword AcuStaf in VIP using the NAICS 511210. The 1 results for AcuStaf using the NAICS 541519 was for AcuStaf itself, a registered VOSB. Given that AcuStaf is the OEM of the services required by the Coatesville VAMC and can provide services at the lowest price to the Government, NCO 4 intends to enter a contract with AcuStaf via task order from their GSA contract, GS-35F-0408X
