DA01--*Notice of Intent to Sole Source* Instrument Manager Lab Information System (LIS) Middleware Maintenance & support services (Base + 4 Option Years) VA Pittsburgh Healthcare System

New Requirement. NCO 4 intends to award a firm-fixed-price service contract for a period of a base year with 4 additional option years. This contract will be for the continued maintenance and support of the Instrument Manager (IM) clinical system currently in use at the laboratory of VAPHS. IM is a piece of middleware, proprietary to Data Innovations, that allows for automatic entry of data into the laboratory information system (LIS). Auto-entry of patient results eliminates the need for manual result entry which can be a patient safety issue. The Instrument Manager clinical system currently in use at VAPHS requires maintenance & support services. These services are provided via telephone troubleshooting, emergency repairs within 24 hours of request (M-F, 8am-5pm) and remote access connectivity for troubleshooting and updates/upgrades. The IM system is proprietary to Data Innovations (DI). Maintenance & support services of the IM system currently in use provides the most effective and efficient solution for the laboratory at VAPHS. Additionally, maintenance & support of the IM system is the most cost-effective option available to the Government for the provision of the required lab data analysis and entry services.
