Notice of Intent to Award Sole-Source FY22 Purchase Order for AutoCAD Software, Associated Support and Services for Multiple NASA Centers The NASA Shared Services Center (NSSC) located at Building 1111 Jerry Hlass Road, Stennis Space Center, Mississippi 39529 has an agency requirement for the procurement of: The lease of Autodesk AutoCAD perpetual software license maintenance and associated perpetual software license support as provided by Cullimore and Ring Technologies LLC (C&RTech); and In accordance with Federal Acquisition Regulation (FAR) Subpart 6.3 - Other Than Full and Open Competition 6.302-1, as authorized in Chapter 41, Section 3304 of the U.S. Code, the NSSC has determined the items required by the agency are available from only one responsible source and no other type of items will satisfy agency requirements, thereby precluding consideration of a product manufactured by another company. The NSSC intends to award a sole-source, firm-fixed price task order to CRTech located at 2501 Briarwood Drive, Boulder, CO 80305 as no other known sources are capable of providing AutoCAD software perpetual licenses and support to federal agency customers. Before Autodesk (the OEM publisher) ceased selling its perpetual licenses for AutoCAD software, it sold to CRTech the following serial numbers: 565-81994766, 562-80203418 and 562-24177802. These licenses are currently in use at Kennedy Space Center, Goddard Space Flight Center, and Ames Research Center. It has been determined that CRTech is the sole reseller authorized to provide maintenance for these licenses. The period of performance for the proposed contract will begin 1 May 2022, and end 30 April 2023. The North American Industy Classification Systems (NAICS) code for this activity is 511210 – Software Publishers . The Government intends to acquire commercial service items following the policies and procedures of Federal Acquisition Regulation (FAR) Part 12. The proposed contract will have a 1-year period of performance. Interested organizations may submit their capabilities and qualifications to perform the effort to not later than 12 pm Central Time on 25 March 2022, to the following email addresses: [email protected] [email protected] Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. Based upon responses to this notice, an NSSC determination whether to not compete this acquisition on a full and open competition basis, is solely within the discretion of the government.
