The U.S. Army Corps of Engineers intends to award a sole source fixed-price contract to IHS Global. The purpose is to provide subscription services to Nine (9) Sea-web modules. The period of performance is one base year plus two option years. The subscription will allow for computerized access to statistics of the world fleet detailed by vessel type, size, and other physical parameters. The base module allows the operation and integration of other data service products in a manner to allow efficient use and access of data detail for application to the maritime industry and related vessel operations systems analysis. The use of the Sea-web system by USACE will enable more time and cost-efficient evaluation of waterborne navigation projects, especially when combined with other requested modules as listed in this request for acquisition and described herein. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.106-1 (b) Soliciting from a single source for acquisitions not exceeding the simplified acquisition threshold when the services required by the agency are available from only one responsible source. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
