PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO THE BUILDING INDUSTRY CONSULTING SERVICE INTERNATIONAL (BICSI) INC Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to The Building Industry Consulting Service International (BICSI), Inc., 8610 Hidden River Pkwy, Tampa, FL 33637-1000 to provide one 32-hour training course entitled, “DD102: Applied Best Practices for Telecommunications Distribution Design.” The length of each course shall be approximately 8-hours per day for four (4) consecutive business days. The course is focused on the design of structured cabling systems. This requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source is able to provide the type of service that will satisfy the agency requirements. The Government requires the 32-hour virtual training course within the NAVFAC Engineering Community of Practice. Upon successful completion of the course, the students will earn Continuing Education Units (CEUs), Professional Development Hours (PDHs), and Learning Units (LUs) that can be used toward renewal of state-licensed professionals and maintenance of professional credentials. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training. The Small Business size standard is $12 million. The Building Industry Consulting Service International (BICSI), Inc. is a large business under the applicable NAICS. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
