PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO SKM SYSTEMS ANALYSIS INC Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, VA intends to sole source a contract to SKM Systems Analysis, Inc., 1 Pearl Street Redondo Beach, CA 90277-3739 to provide one 40-hour virtual training course entitled, “Intro 1 & 2 to SKM PowerTools”, also known as “SKM 101 and SKM 102.” The length of each course shall be approximately 8-hours per day for five (5) consecutive days. The course covers the overview of the Arc Flash standards and reviews the calculation and modeling procedures in Arc Flash and Coordination Evaluation. This requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source is able to provide the type of service that will satisfy the agency requirements. The Government requires the 40-hour virtual training course within the NAVFAC Engineering Community of Practice. Once successful completion of the course, the Students will earn a Certificate of Completion and 1.6 Continuing Education Unit’s (CEU’s). This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training. The Small Business size standard is $12 million. SKM Systems Analysis, Inc. is a small business under the applicable NAICS. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. If no written responses are received by 3:00 PM ET, 14 September 2021, the contract will be awarded without further notice. No questions will be addressed.
