Recovery (ARRA) - GSA Region 1 intends to negotiate a Demand Side Management (DSM) task order (Contract GS00P-08-BSD-0574) with Nstar Gas and Electric Company, the franchised local Delivery Utility. This task order is for a Combined Solar Thermal - Solar Photo Voltaic array Demonstration Project. The proposed Areawide Contract task order will require the furnishing and installation of an array on the Thomas P. O'Neill Federal Building, 10 Causeway Street, Boston, MA that will utilize an emerging technology approach to combine a solar crystalline PV panel (45 kW) with a tubular, radiant thermal solar backing as a single unit. This requirement will provide a minimum 30% of this facilities domestic hot water, an additional 45 kW of onsite electrical generation, and a data acquisition system that will talk to the regional meter server. Project will include complete integration with local Utility (NStar) electrical grid. Renewable energy agreements are in process between GSA and Nstar that will support this project: (1) approval of a generation device on the "network" portion of the electric grid (downtown Boston) and (2) market value credits. NStar is mandated by Massachusetts legislation to support demand side management energy efficiency / renewable energy projects with its customer base This demonstration project supports the GSA compliance/ achievement of Recovery Project (ARRA), EISA 2007, EPACT 2005 and Executive Orders requirements. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued.
