THIS IS NOT A SOLICITATION, IT IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES.Subject: The U.S. Department of Interior, Acquisitions Services Directorate, Sierra Vista, AZ, is seeking to identify sources capable of providing a broad range of training and training development tasks in Advanced Geospatial Intelligence (AGI). The contractor will be required to determine, recommend, provide and/or deliver the Distributed Common Ground System-Army (DCGS-A), Imagery Workstation (IWS) and Digital Topographic Support System (DTSS) GEOINT toolsets. The areas in which the contractor will be expected to train are: 1. Motion Imagery Exploitation2. Advanced Geospatial Intelligence3. Geospatial Analysis4. Moving Target Indicator (MTI)5. Intelligence Fusion The following additional requirements apply: Task 1: Program Management, The Contractor shall have a designated Program Manager (PM) to act as the single point of contact with the Government Project Lead. The PM shall keep the Government Task Monitor (TM) and Contracting Officer (KO) informed of the status of the technical and managerial efforts and expenditures on the contract. The PM shall keep the appropriate Government representatives informed by telephone, email and meetings on all issues requiring a timely resolution. The PM shall have latitude in assigning Contractor personnel to the various tasks with prior coordination with of the TM. Task 2: In-Progress Review Meetings (IPRs), The Contractor shall also participate in IPRs on a regular and recurring basis during the term of the contract to address current status of contractual, technical and programmatic requirements. The Contractor shall informally coordinate the agenda and meeting date/time with the CM prior to each meeting to ensure all the topics that Government requires are included. The Contractor shall present a formal briefing covering the agreed upon topics. Task 3: Task Order Management Plan, The Contractor shall submit the initial Project Management Plan (PMP) within 30 calendar days after start of work on the contract. It shall be updated as necessary and submitted at the same time as the Monthly Progress Report. Following Government approval, the PMP will be used as a baseline for control of the project. The PMP will be one program control mechanism used to manage, track, and evaluate the Contractor's performance. The PMP shall consist of control policies and procedures in accordance with standard industry practices for project administration, execution, and tracking. The PMP shall be jointly managed by the Government and the Contractor. The PMP shall include the following tasks, deliverables, dependencies, schedule, staffing and other expected expenditures. Task 4: General Program Office Support, The Contractor shall provide support and coordinate with the USAIC Contract Monitor to ensure that the goals, objectives, and mission are executed effectively and efficiently. The Contractor shall provide support in developing program strategies, and coordinating their execution while ensuring that the requisite tools and techniques are available to support the necessary activities. The Contractor shall also provide support in the coordination of operational activities including financial management, acquisitions, and logistics. The financial management relates to the project/ system level and not at the USAIC PMO level. Specifically, the Contractor shall develop a report outlining the remaining balance of the travel, materiel and labor SLINS and present to the CM. Task 5: The Contractor shall provide support at the Program level for the USAIC Project responses to and interactions with external organizations. Task 6: The Contractor shall provide executive administrative support, directly supporting the USAIC Program Manager and the Deputy Program Manager. The Contractor shall maintain a Program Status Book with updated program status and other data. The Contractor shall provide clerical and administrative assistance, including correspondence preparation and coordination, telephone answering, graphics support, conference administration/coordination support (conference room set up, site selection, registration, agendas, teleconferencing, video-teleconferencing, etc.), library services, electronic filing of purchase order documentation, and reproduction services. Task 7: The Contractor shall provide meeting support to ensure that a proper record of the event and the action items exists. The Contractor shall prepare a separate action item list to ensure that the responsible parties are aware of their action items. Meeting support includes preparation of agendas, coordination of attendance, and preparation and distribution of the minutes of the meetings. The preparation of the meeting minutes is a deliverable. Task 8: Strategic Plan , The Contractor shall develop a strategic plan and update it annually as required by the TM including definition and interpretation of high-level organizational and performance requirements. This includes, at a minimum, development of program goals and objectives, technical roadmaps and plans, special studies and analysis including concepts, requirements, organizational, training, life cycle, performance/cost, etc. Task 9: The Contractor will be responsible for compiling a team of three AGI Subject Matter Experts (SME), three Geospatial Analysis (GA) SMEs and six Imagery Intelligence (IMINT) / GEOINT SMEs. Task 10: The Contractor shall ensure that all personnel are highly qualified in their assigned specialty. The training that they will develop and provide will be advanced and unlike any other in the discipline. Candidates must meet the following criteria: AGI SME requirements:35G (equivalent) Course certifiedJ4 Course QualifiedOperational experience in AGI production GA SME requirements:21Y (equivalent) Course certifiedOperational experience in GI&S production IMINT/GEOINT SME requirements:35G, 35H, 350G, 21Y and/or 215D certifiedOperational experience in either MOS All contractor personnel must have a minimum of eight years experience, with both strategic and tactical assignments. Graduation from the Army Basic Instructor Course (ABIC) prior to start of contract is strongly encouraged, but will be required prior to instruction of course material. Task 11: The Contractor shall perform requirements analysis for system operation, performance, architecture configuration and management. The Contractor shall elicit new and emerging requirements based on evolving mission needs. Task 12: The Contractor shall assess technology insertion opportunities via market research, including technology and standards forecasting. The Contractor shall provide periodic reviews of system hardware and software components to ensure their continued serviceability and maintainability provide recommendations to upgrade, replenish, or otherwise refresh specific IT and network technologies and components during the system life cycle. Response Date: 15 Aug 09 At this time, the Acquistions Services Directorate, Sierra Vista Branch intends to award on behalf of the US Army's Intelligence Center, a one base year and two option year contract to a qualified contractor that bestows the above qualifications.
