Ladies and Gentlemen, The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Bid/Build Construction Type Contract in the third quarter of calendar year 2023. The successful offeror shall provide professional construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The United States Department of State (DOS) Bureau of Overseas Buildings Operations (OBO) requires construction services for exterior moisture proofing at the U.S. Embassy Berlin, Germany. The successful offeror shall perform all required design works and construction services including furnishing all labor, material, equipment, and services required to complete the project. Short project scope description: The building is constructed of structural brick walls with several exterior lightwells, which have been filled in with concrete. The lightwells and especially the concrete base must be exposed entirely and underpinned for the duration of the works. Special care must be taken to ensure that the lightwells are sufficiently protected and supported during the work. The walls must be waterproofed to a minimum of 30 cm below basement grade. The exterior soil must be excavated below grade and all old plaster and sealant agent must be removed from the exterior basement walls. Then, the pit must be kept open for a minimum of two weeks in order to dry out. During this time period the pit must be protected against rain fall. Under no circumstances shall rain-water shall be able to get into the pit. Provisions are to be taken by the contractor accordingly. The light wells, building walls, excavation slope and HVAC Cage must be properly underpinned and protected during construction. Pursuant to Subpart 36.204 of the Federal Acquisition Regulation (FAR), the estimated magnitude for the entire project is between $250,000.00 and $500,000.00 U.S. Dollars (Note: the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated).
