C -- HIGHWAY TUNNEL WATER INFILTRATION INVESTIGATION

The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue a equest for Proposal (RFP) for investigation of water infiltration into the Eisenhower Lock highway tunnel which carries traffic under the upstream end of Eisenhower Lock and which is located in Massena, New York. The tunnel is approximately 475 feet long X 30 feet wide X 15 feet high, runs through the concrete upstream sill area of the lock and has a steel liner through the center portion of the tunnel. Water infiltration combined with freezing temperatures has caused damage to the wall and ceiling tiles and to the roadway pavement. The Corporation is soliciting proposals for an engineering investigation, which will likely require concrete coring, to determine the locations and sources of observed leaks and to provide recommendations for remedial actions to stop the leakage. There is a $30.00 U.S. funds non-refundable fee for specifications and drawings.
