Limited Source Justification for Support Renewal for Archiving and Doculink for SAP Solutions for FBMS

The Department of the Interior, Acquisition Services Directorate awarded a sole source delivery order to OpenText, Corporation for Support Renewal for Archiving and Doculink for SAP Solutions for the Financial and Business Management System (FBMS). The delivery order number is D14PD00339. The circumstances permitting other than full and open competition are prescribed in FAR 8.405-6(a)(1)(i)(B) only one source is capable of responding due to the unique or specialized nature of the work and 8.405-6(b) items peculiar to one manufacturer. The primary statutory authority for the MAS program are Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies.
