The Marine Corps Systems Command (MCSC), Quantico, VA intends to award a Sole Source Cost Plus Fixed Fee (CPFF) contract to SPARTA, Incorporated, 5875 Trinity Parkway Suite 300, Centreville, VA 20120 in support of the RadBn Mods Program. This source possesses knowledge and capabilities required to perform this service. SPARTA, Inc. is the Original Equipment Manufacturer (OEM) and sole source of this type of equipment. SPARTA is qualified as the sole source for Stiletto modifications due to the fact that they own the source code for both the processing engine as well as the Stiletto viewer. The developers of this software are employed by SPARTA; therefore, they already have an intimate knowledge of the internal workings of the software. The contract period of performance is five (5) years. The proposed contract action, for which the Government intends to solicit only one source under authority of FAR 6.302, is for equipment, software engineering and upgrades. Oral Communications are not acceptable. A written response must include evidence of the respondent's ability to support the task as described above.
