The Center for Information Security Services intends to negotiate on a sole source basis, with Telcordia Technologies, 1 Telcordia Drive, Piscataway, NJ 08854-4157, to acquire access (subscription service) to its “Standards Knowledgebase” which contains information analysis of North American and International data communications and telecommunications standards. The Telcordia Standards Knowledgebase (“TSK”) is a web-based information delivery system. This system will provide the capabilities to assess the vulnerabilities of law enforcement’s efforts to affect lawful intercepts of surveillance subjects based on the telecommunication standard. The required services are commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed $100,000.00. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days, the closing date of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
