The General Services Administration’s Public Buildings Service (GSA/PBS) intends to award a contract to the firm of International Center for Facilities/TEAG, Seattle, WA in accordance with 41 U.S.C. 253(c)(3) – Industrial mobilization; engineering, developmental, or research capability; or expert services. No other solicitation documents are available. This notice of intent is not a request for competitive proposals and a determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Under this proposed action, the GSA to provide matching funding to ICF/TEAG for continuation of a research study on various aspects of Performance Based Building (PBB). ICF is a not-for profit, non-governmental, scientific and educational organization. Under this phase of the study ICF/TEAG will continue work to achieve consensus within the CIB managed PeBBu project on a PBB Conceptual Framework and main Terminology; prepare actual population of the respective Compendium, including finalization of the required Template/pro-forma and Protocol/explanation; and Independently applicable outcome of relevance to GSA and RGD (Case Studies of PBB application, that will include PBB SOR’s to be incorporated in the Compendium).
