HQ, Military Traffic Management Command (HQMTMC) has established an Integrated Process Team (IPT) that is comprised of several Government representatives and approxim ately 3-6 representatives from the following industry organization: National Association of Waterfront Employers. The objective of the team is to prepare the documents required to develop a Draft Request for Proposal (RFP) for S&RTS streamlining, i.e., P erformance Work Statement (PWS), Contract Line Item Structure (CLINs), etc., that incorporates best commercial practices and standards. The S&RTS streamlining requirement encompasses 1) the loading and/or discharging of cargo to/from vessels (various type s of ships and ocean-going barges), 2) Related terminal services and other cargo-handling services performed at the ocean terminals, such as receipt, disposition, handling, and/or preparation of the cargo for shipment or onward movement (e.g. rail and truc k loading/discharging, container stuffing/unstuffing, etc.) 3) export/import of DOD cargo. In Progress Reports from the IPT sessions will be made available to the industry for review and or comment at the following website: www.mtmc.army.mil/parc/parcl/ htm. Please refer to the Guidelines for submitting information prior to submitting comments. After reaching the site, click on Stevedoring and Related Terminal Services (S&RTS) to access all information pertaining to this requirement. Guidelines for su bmitting information are as follows: In order to facilitate an efficient method for reviewing comments generated from posted documents, the guidelines listed below must be followed: a. Check all postings prior to submitting your comments to ensure that t he issue has not been previously addressed. (Unless you have determined that the revised documents does not answer your concerns). b. Provide your name, company information and contact number. This information will not be provided to the IPT. c. Clea rly identify the issue in question. d. Provide a reference to where the issue can be found. If referenced on more than one page or in more than one document, please identify all, for example document entitled Draft RFP page 1, paragraph 3. e. List the date the document was posted if more than one document with the same name exist. f. Indicate whether the submission is for clarification or to submit a different approach. g. Provide a logical approach or an alternative solution to the issue in questio n. If it is a question of clarification, clearly state why you think the issue is not clear. Provide your solution. h. Data must be submitted at least one week prior to the next IPT session. Please refer to the schedule/agenda for IPT sessions. i. T he IPT will not provide or post responses to the web. Updates on future IPT sessions will be posted to the URL website. This is not a request for proposals. There is no commitment on the part of the Government to award a contract as a result of this notice nor to pay for any information received. This is a collaborative effort for developing a Draft RFP for the S&RTS streamlining requirement. Therefore, prior to the Offical Release of the Draft RFP or Final RFP, please use the guidelines cited above to submit comments.
