Sources Sought: Energy Conservation financial incentive and rebate administration. The Greater Southwest Region of GSA has received an unsolicited proposal to provide full services to apply for and obtain energy conservation, rebates and financial incentives, for the government. The services to be provided have been identified below. GSA seeks to identify additional firms providing this type of service. This is not a solicitation. There is no solicitation available at this time. The Greater Southwest Region of the U.S. General Services Administration is investigating and evaluating an unsolicited proposal to provide services from a firm seeking to handle all aspects of application for financial incentives and rebates. The proposal seeks to identify, monitor, update and track financial incentive and rebate programs, offered by States, Utilities, and others, that the government would be eligible to participate in. These programs are offered by a variety of State and local government offices, utilities, and other entities. Such programs often provide for financial or other incentives to install energy efficient equipment, to promote energy conservation, to reduce water use, or to take measures that improve the environment. The Government is interested in identifying firms that currently maintain databases of such financial incentives, and that also make application for the rebates (at no cost to the government) on the government’s behalf. The sole financial compensation to the firm would be a “success fee” or “contingent fee” where the firm is paid out of a portion, or small percentage, of the funds they located, successfully obtained for the government, and made available to the government for its projects. The government will not pay for any materials provided in response to this sources sought. Any response to this sources sought should clearly mark as proprietary any information the submitter desires be protected from release outside of the government. This notice of sources sought is directed to those who are presently engaged in providing similar services to the real property, and construction community and to commercial property owners. Those responding should have experience in this business and the existing database, business knowledge, and expertise, as well as the financial ability to support such a business effort. Readers of this notice should be aware that if the firm’s efforts were to be unsuccessful it would receive nothing by way of payment from the government.
