Description
The General Services Administration (GSA) intends to issue a Request For Proposals (RFP) for a negotiated Construction Management (CM) professional services contract to perform design phase services (excluding actual design), procurement phase services, construction phase services, reimbursable supplemental services, claims, testing, and miscellaneous services for the new NOAA Satellite Operations Facility in Suitland, MD. This will be a firm fixed price, indefinite quantity contract covering the duration of this single project. One contract may be awarded. The estimated construction cost is in the $50 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The CM contract will have a fixed fee amount for standard services and an amount set aside for reimbursable supplemental type services. This negotiated solicitation will be open to both large and small business professional firms. The professional firm (if not a small business concern), shall be required to present an acceptable small business, service-disabled, veteran-owned small business, HUB Zone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102), which currently have active, properly staffed offices within the continental United Sates (including subcontractors). The RFP will be issued electronically on or about 1 October 2002, on the Internet at: http://www.eps.gov/. All qualified responsible firms are encouraged to participate in this procurement. Small, service-disabled veteran-owned small, HUB Zone small, small disadvantaged, and women-owned small businesses a re encouraged to participate as prime contractors, or as members of joint ventures with other small businesses. Source selection will be accomplished in accordance with FAR 15.3.
