NATO Market Survey Questionnaire for NATO Land Command and Control Information Services Increment-2 (LC2IS INC-2) Capability

The NATO Communications and Information Agency (NCIA) is performing a market survey for the purpose of gathering information pertaining to industry capabilities in the area of Land Command and Control Information Services to be fielded in support of NATO. The Market Survey Questionnaire is related to the procurement of the NATO Land Command and Control Information Services Increment-2 (LC2IS INC-2) capability. In particular, the scope of the survey is the subset of the LC2IS INC-2 requirements dealing with interoperability with other systems and services, i.e., the C4ISR IOP component. A copy of the Survey Questionnaire is attached. Please do NOT submit your responses to the Department of Commerce. Please submit your responses to the attention of Mr. Martin Steenwege. Email: [email protected] Responses are due back to NCIA no later than 10:00 am (Brussels time) on 18 May 2015. The purpose of the survey is to verify the existence of commercially available software that could be used as a basis for the development of the C4ISR IOP supporting the functionality described in the attached document. The information acquired through the survey may be used to assess the feasibility of the delivery of the specified components and to analyze best practices procurement methods for the deployment of such capability. In addition, NCIA intends to use the provided information for the estimation of costs and expected project implementation timelines. Any future NATO acquisition of the capabilities will be conducted on the basis of a competitive exercise that remains subject to the formal approval of the NATO authorities. Any response to the market survey is to be provided on a voluntary basis. A non-response to the survey shall not constitute grounds for the exclusion of a company from any NATO acquisition to be conducted in the future. NCIA may, at its sole discretion, determine to maintain contact with companies providing a response to the survey for the purpose of further clarifying and/or exploring the nature and details of the information provided. Participation in such contacts or meetings is not mandatory for the companies. NCIA will not offer any compensation for activities performed or expenses incurred for the purposes of providing feedback to the survey. Any information provided in response to the survey shall be kept confidential and shall be disseminated to NATO personnel solely for the purposes referred to in the survey. In addition, any information provided in response to the survey, including but not limited to quantities, capabilities, functionalities, and requirements, shall not be considered binding with regards to the future potential acquisition of the system(s) involved.
