F--Sole Source - Development of Landscape Conservation Design for the LCC Network

There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to Center for Cultural and Technical Interchange Between East and West Inc., 1601 East West Rd Rm 1020, Honolulu Hawaii 96848-1601. Requirement entails the development of a conservation planning framework that integrates islands and continents and solves outstanding problems in conservation design and requires highly skilled analyst to investigate and assimilate a large amount of information and develop a new synthesis that will potentially guide FWS funding in the future. No other firms identified had the extensive experience in island conservation and geographical analysis required under this requirement. The Service intends to award to Center for Cultural and Technical Interchange Between East and West Inc. of Honolulu Hawaii in support of requirements for the U.S. Fish and Wildlife Service. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
