--Intent to Sole-Source Detention and Correctional Institution Services

The Bureau of Indian Affairs (BIA) Rocky Mountain Region (RMR), Office of Acquisition Management, intends to award a Sole-Source Contract for Detention and Correctional Institution Services with the Two Rivers Authority in Hardin, Montana, under the authority of FAR 13.106-1(b)(1). This notice is neither a request for proposals, nor an invitation for bids and is being published for informational purposes only. No formal solicitation package is available. The BIA RMR and BIA District 5 Office of Justice Services has a requirement in fulfillment of their mission, to detain Native American and Tribally enrolled inmates who have been charged with or who have been sentenced for violating Tribal and Federal Laws within the jurisdiction of Indian country. Detainees must be kept in the custody of an approved county or State detention facility meeting the requirements of the Court of Federal Regulations (25 CFR). *The Government intends to solicit and negotiate directly with the Two Rivers Authority for detention bed space at the Two Rivers Detention Center in Hardin, Montana. No solicitation package will be issued and No competitive proposals are being accepted. However, if any interested party believes it can meet the above requirement, it may submit a Statement of Capabilities, list of supporting services, and a cost estimate breakdown of services. The Statement of Capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. This requirement will be in effect for a base period of one-year (1) with four (4) twelve-month option periods. The effective date shall be for 08/01/2014 to 07/31/2019. The anticipated cost of this requirement is $2,600,000.00, including options ($520,000.00 for one-year).
