NOTICE OF INTENT TO AWARD SOLE SOURCE - 21 February 2013 - ACC ABERDEEN PROVING GROUND intends to issue a contract under FAR 6.302-1, Only One Responsible Source to American Association for Lab Accreditation (A2LA) on a sole source basis. The Army Contracting Command, Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005 has a requirement for lab accreditation from A2LA in support of the Edgewood Chemical Biological Center (ECBC) TREB labs, located in the Edgewood Area of Aberdeen Proving Ground. CLIN 0001: The services being procured are for a quality audit of the TREB Test Facilities and Laboratory Facilities. After all deficiencies are addressed or corrected, the TREB facilities will conform to and receive ISO/IEC 17025 laboratory accreditation. The ISO/IEC 17025 laboratory accreditation is essential for TREB to maintain and expand laboratory testing. The TREB laboratory test equipment and procedures utilize unique scopes and customized test areas that only A2LA has the expertise to audit. The laboratory is the only one that conducts Production Acceptance Testing for military chemical protective filters, which includes specialized test equipment such as Gas-Life testing and HEPA particulate penetration tests. Additionally, TREB is the only test facility to conduct Static Challenge testing to evaluate collective protection provided by vehicles, tent shelters, field hospitals, ECU's, and many other military systems. The Government intends to award a firm-fixed price, sole source contract to the American Association for Lab Accreditation. This firm is the sole source provider to provide the accreditation to the ECBC TREB labs in the United States. The North American Industry Classification System (NAICS) for the requirement is 813920 and the size standard is $14.0 million. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement no later than 11:00AM Eastern Time, 4 March 2013. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-30 effective 15 January 2009. This requirement is determined to be available from only one source because of it unique requirements.
