The Department of Homeland Security/Federal Emergency Management Agency/U.S. Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a purchase order on a sole source basis (IAW FAR 6.302) with the International Association of Fire Chiefs (IAFC), located at 4795 Meadow Wood Lane, Suite 100, Chantilly, VA 20151. The objective of this project is for the IAFC to conduct a study- America Burning Revisited -2020 based on previous findings of past America Burning conferences and other relevant information. The study shall involve consultation of major fire and emergency service constituent organizations and governmental organizations with an interest in fire protection, prevention, mitigation, as well as Emergency Medical Services. In 1973 the original America Burning document was released. This document led to the creation of the U.S. Fire Administration through the Federal Fire Prevention and Control Act of 1974 (PL 93-498). Since the original report, there have been two follow-on reports - America Burning Revisited in 1987 and America at Risk - America Burning Recommissioned in 2002. Since 2002, there have been many changes in the fire problem of the U.S. as well as its fire and emergency services. There is a need to conduct a study - America Burning Revisited -2020 to address these issues and how the United States Fire Administration (USFA) with its partners can find solutions. The IAFC shall identify national level fire service constituent organizations for potential inclusion [to be approved by the Contracting Officer's Representative (COR)] such as the following: International Association of Fire Chiefs International Association of Fire Fighters National Volunteer Fire Council National Fire Protection Association National Fallen Firefighters Foundation Vision 20/20 Congressional Fire Services Institute International Association of Arson Investigators Society of Fire Protection Engineers National Association of State Fire Marshals Fire Department Safety Officers Association National Association of Emergency Medical Technicians National Association of Emergency Medical Services Officials Women in Fire National Association of Black Professional Firefighters National Association of Hispanic Firefighters IAFC shall post Contracting Officer's Representative (COR) approved findings of the study to their website. IAFC's website is well-known and utilized among the fire and emergency services community to access information on numerous fire service topics. The IAFC will not allow any other organization access to the website. The U.S. Fire Administration plans to use the findings of the study to review and update its current programs and to set potential priorities for future direction and activities working with its partners. Additionally, the IAFC shall disseminate the findings of the study to a wide fire service audience at IAFC-sponsored national level fire service leadership conferences, including Fire Rescue International, which is the largest national level fire service leadership conference, as well as other fire service resources through their organization. Founded in 1873, the IAFC and their staff have experience and credibility among the U.S. fire service for their over 145-year history of serving the needs of the fire service, not just in the United States but internationally as well. They are a national level focal point of expertise in numerous areas for the fire service. The IAFC has a long-history of performing numerous successful complex fire service projects and studies for both the USFA and the fire service in general. IAFC is the only organization capable of performing the tasks to satisfy this requirement. The contractor must be able to meet core capabilities required for this requirement as follows: • Expertise in conducting complex fire service management studies at the national level, especially those targeted for fire service leadership and change of the safety culture in the fire service; • Promote and provide national level leadership education and training for local level fire departments; • Gather applicable information from and disseminate information to fire service leadership of fire departments from the United States Fire Administration (USFA), Federal Emergency Management Agency (FEMA), U.S. Department of Homeland Security (DHS); • Serve as the voice and advocate for fire service leadership in the national arena and provide tools, resources, and programs for all types of fire and EMS departments and responders; including both career and volunteer. • Conduct research, develop training, collect information and distribute that information which has an impact on the fire service at the national level, as well as deliver the results of this study at national level fire service leadership conferences including the IAFC's Fire Rescue International. Requirements: • Experience with performance of successfully conducting complex fire service studies for local fire departments at the national level, especially those targeted for fire service leadership and, for both the USFA and the fire service in general; • Existing mechanism to deliver outreach, information, and training targeted toward fire service leadership and the fire and EMS services, including both career and volunteer, including outreach at national level fire service leadership conferences including the IAFC's Fire Rescue International; • Experience with the development and delivery of national level materials targeted specifically for fire service leadership. This notice is NOT a request for quotation (RFQ) for competitive quotes/proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, sufficient to determine capability in providing the same services. All capability statements received by the closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only known organization which can provide technically acceptable services is the IAFC.
