The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Institute of Surgical Research, Armed Forces Research Institute (USAISR), intends to issue a firm-fixed price contract to support the project entitled Establishment of the Remote Trauma Outcomes Research Network (RemTORN): data acquisition and test-bed establishment for the Remote Damage Control Resuscitation (RDCR) development project. The required services entail the development, data acquisition, quality management and access to a comprehensive clinical data registry for trauma patient-subjects receiving initial care at selected Texas DSHS Level-IV trauma centers within Texas Trauma Service Area P, who then undergo critical care interfacility transport to either Brooke Army Medical Center (BAMC) or University Hospital San Antonio. Successful contractor performance must include (1) the establishment of separate clinical registries for prehospital care, inpatient trauma care at member hospitals,and trauma centers, and for interfacility transfer; and (2) maintain collaborative relationships with the management and clinical personnel of the member EMS agencies and hospitals, making them a unique asset for the identification, enrollment and clinical data collection for subjects which USAISR wishes to study under the RemTORN project. USAMRAA intends to negotiate this contract on a sole source basis with the Southwest Texas Regional Advisory Council for Trauma (STRAC) in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for a competitive quote. Competing this requirement and awarding to any other entity would result in substantial delays and disruption of several key projects already in progress and would also increase the overall cost to the government. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
