The U.S. Fish and Wildlife Service plans to award a fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. This acquisition is required to support the Sheldon and Hart Mtn. Antelope Wildlife Refuges in southeast Oregon and northern Nevada. This acquisition requires a one-year performance to survey and inventory invasive plants in designated areas of the refuges. The work to be conducted requires a special knowledge of invasive plants found in this region. Oregon Natural Desert Association (ONDA) is a non-profit organization that works with public land management agencies and private landowners in southeast Oregon to assist with the protection and restoration of Oregons high desert ecosystem. The ONDA has a specific interest in the greater Hart-Sheldon conservation area of southeastern Oregon and northern Nevada. Through their work, the ONDA has developed a comprehensive biological expertise in the region with staff having a special knowledge of invasive plants and safety protocols to work safely in remote areas. The ONDA only requires a small overhead amount. This sole source award will provide project continuity. This is not a request for competitive quotes. Any information received will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based on the information received to this notice is solely within the discretion of the Government. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to as soon as possible, but no later than 12:00 p.m. pacific daylight time on September 19, 2012.
