J--NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- Annual Maintenance of Halo Jumper and Rock Wall System

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Extreme Engineering for servicing the Oregon Army National Guard's (ORANG) Halo Jumper and Rock Wall System. Extreme Engineering is the sole manufacturer of these products and owns all patent rights to the parts and products. Extreme Engineering will complete the annual service the equipment to ensure safety, functionality, and replacement of parts if necessary. If services are not completed by the manufacturer Extreme Engineering then the equipment warranties will be void. This sole source requirement meets the conditions of FAR 13.106-1(b) (1); only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Extreme Engineering is the only known source that can provide equipment servicing to standard without voiding the equipment warranty. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 811490 and the Small Business size standard is $7.5M based on average annual receipts. This will be a firm fixed price contract. The acquisition includes the following: Inspection, repair, and replacement of parts as required for the Halo Jumper and the Rock Wall System owned by the ORANG. Inspection includes: hydrolytic cylinders, wall pump controller, cables, auto belay, swivels, clear tubes, carabineers, bases and axles, tires, brakes, fenders, electrical systems, base hydraulics, towers, hinges, locking brackets, tower panels, tower frame, stabilizer cables, and harnesses. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If no responses are received by 2:00 p.m. Pacific Standard Time, 10 August 2015, a Sole Source contract will be pursued with Extreme Engineering.
