Description: Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics Strategic, Acquisition Center Frederick intends to solicit and award a Brand Name Sole Source contract to Stratasys Direct, Inc. 28309 Avenue Crocker, Valencia, California 91355-1251, United States to provide Stratasys 3D printers; maintenance of new and existing Stratasys equipment ; and consumables for three VA locations. VHA Office of Advanced Manufacturing (OAM) manufactures patient-matched devices, as well as goods needed during times of supply chain disruption, at the point of care (within VHA hospitals). These activities fall under FDA regulatory authority in the majority of cases, necessitating adherence to a Quality Management System (QMS) as detailed under 21 Code of Federal Regulations Title 21 Part 820 (21 CFR 820). VHA s QMS requires that all equipment be maintained, including warranty and servicing. This should be done by the Original Equipment Manufacturer or their assigned authorized representative. For multiple 3D printers running under the QMS, the OEM is Stratasys. The QMS also requires that there are strict material controls on the raw materials coming into VHA manufacturing sites. (Please see attached list for items, services, and materials to be procured) SAC -Frederick plans to use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
