REQUEST FOR INFORMATION (RFI): The Defense Security Cooperation Agency, George C. Marshall European Center for Security Studies (GCMC) is conducting market research to identify sources that can provide lodging services with all necessary amenities in Garmisch-Partenkirchen, Germany. The purpose of this RFI is to identify and obtain information from responsible sources that have the capability to fulfill the requirement as described below. This is not a formal request for quote or proposal. Incurring expenses or beginning to formulate an approach based on information presented in this announcement is solely at the risk of the contractor and will not be reimbursed. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. The Government is not obligated to reply to information received or publish a solicitation as a result of this RFI. Your response will be treated as information only. BACKGROUND: The GCMC is located in Garmisch-Partenkirchen, Germany. The GCMC is an international educational institution funded by the United States Department of Defense and the German Ministry of Defense. Its mission is to create a more stable security environment by advancing democratic defense institutions and relationships; promoting active, peaceful engagement; and enhancing enduring partnership between the nations of America, Europe, and Eurasia. The GCMC has the requirement to provide lodging with all necessary amenities in Garmisch-Partenkirchen, Germany for authorized GCMC guests and College of International and Security Studies (CISS) resident students. Using FAR Part 13 procedures and in accordance with FAR Subpart 13.303-2, the Government envisions establishing at least one Blanket Purchase Agreements (BPA) with interested vendors who are capable of satisfying the Government's requirement as outlined below. The BPA ordering period of performance is expected to be established from time of award through five years. Room nights will be established on a firm fixed price basis; excluding all applicable taxes. THE REQUIREMENT: See Attachment 1 for information regarding dates, number of patrons and number of room nights needed each year. All rooms shall be single occupancy. This information is provided for planning purposes only and is subject to change and increase. This agreement will NOT include a requirement for any meals. The Contractor shall ensure all rooms and common areas are serviced and cleaned in accordance with accepted commercial standards for long-term stays, which shall meet or exceed the following: 1.1. The Contractor shall furnish each lodging room with the following minimum items: o Furniture (Bed, Nightstand, 2 Lamps, Desk, Wardrobe/Closet, TV Stand, Dresser) o One Television o One Refrigerator o One Microwave o One set of Dishware o One set of Bath Linens (1 bath towel, 1 hand towel, 1 wash cloth and 1 bath mat) o One ironing board and iron o One lockable Safe o One Alarm Clock o Guest Room Amenities (Soap, shampoo, conditioner and toilet paper) 1.2. The Contractor shall replace guest room amenities (soap, shampoo, conditioner and toilet paper) as needed. 1.3. The Contractor shall provide a room to serve as a Muslim prayer room. The Contractor shall maintain control of the Government furnished Koran and sign it out to patrons as requested. 1.4. The Contractor shall provide high-speed internet capability in each room. 1.5. As an option, the Contractor may be required to provide at least hourly shuttle services to/from the hotel to the GCMC Sheridan and Artillery Kasernes for as many as 160 participants from 0700 - 1900 on Monday through Fridays. 1.6.
