U--Notice of Intent to Sole Source Agricultural Training & Behavioral and Mental Health Service

The Department of Veteran Affairs, NCO20; VA Puget Sound Health Care System intends to negotiate on a sole source basis with Washington State Department of Veteran Affairs for the following services; Agricultural Training & Behavioral and Mental Health Services. The Contractor shall provide training services in agricultural vocations as well as behavioral and mental health services for Veterans under a Veterans in Agriculture pilot program in accordance with the Joint Explanatory Statement (JES) to the Consolidated Appropriations Act [Omnibus] 2018. This is a new requested service. The VA Puget Sound Health Care System was approved for funding by the Office of Rural Health (ORH) through an application submitted in response to the Agricultural Training/Behavioral Healthcare Services Request for Applications (RFA). The proposed and approved pilot program identified Washington State Department of Veteran Affairs (WDVA) as the provider of the training services in agricultural vocations, and behavioral and mental health services to Veterans. The notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the responding company can provide this service. Responses must be received no later than 9:00 AM PDT on 25 June 2019.
