This notice is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. This non-personal services contract provides support of collective training, Field Training Exercise (FTX) support, search & rescue venue support, and evaluation of the Technical Support Forces (TSF) units assigned to conduct mass casualty decontamination, reconnaissance, search & rescue, and medical operations under the scrutiny of ARNORTH. NAISC code is 624230 "Emergency and Other Relief Services" with the size standard of $32.5M. The respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This requirement is a follow-on requirement to W9124J-13-C-0014, which was awarded on a sole source basis, as a firm fixed contract with cost CLINs for travel, other direct cost, and surge labor. The government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond.
