G--642-14-1-435-0019-Technical Assistance Housing First model support to homeless centers.

The Philadelphia VA Medical Center (VISN 4) is announcing its Intent to Award Sole Source a contract to provide technical assistance expertise of the Housing First model of treatment for homelessness in support of the VA National Center on Homelessness among Veterans (National Center) and 25 participating VA shelters across the U.S. Award is made to the non-profit agency Pathways to Housing, 186 E 123rd ST FL 3, New York NY 10035-2259. This acquisition will be accomplished using commercial procedures in accordance with the Federal Acquisition Regulation Part 15 and in accordance with FAR 6.302-1, for Other Than Full & Open Competition. The Contracting Officer believes that it is in the best interest of the government to obtain technical assistance from the same source that implemented the housing first model at these centers. It is expected that the government will benefit from continuity of methodologies and uniform practices and procedures by contracting with Pathways to Housing across the VISN. While this is not a request for offers, the Contracting Officer would appreciate knowing about other SDVOSBs doing business in VISN 4 who could offer this service. A determination to compete this procurement will be based on responses to this notice and is solely within the discretion of the Contracting Officer. The anticipated date of award is Feb 7, 2014.
