G -- PREVENTION AND INTERVENTION AIDS RELATED SERVICES FOR SURVIVORS OF DOMESTIC VIOLENCE

Solicitation 07T070006 titled PREVENTION AND INTERVENTION AIDS-RELATED SERVICES FOR SURVIVORS OF DOMESTIC VIOLENCE was posted on the Federal Business Opportunities website May 25, 2007 with a response date of July 9, 2007. The solicitation was amended June 14, 2007 announcing the solicitation was canceled pending market research and that the solicitation was to be deleted from the website June 15, 2007. The solicitation stated that the Government anticipated making four awards not to exceed the Simplified Acquisition threshold in accordance with Federal Acquisition Regulation (FAR), Subpart 13, Simplified Acquisition Procedures. The solicitation was solicited as a total small business set aside in accordance with FAR 13.003(b)(1). The Department of Health and Human Services was challenged on its decision to not set aside the requirement for service-disabled veteran-owned small business concerns. The decision was made to cancel the solicitation and post a Sources Sought synopsis for market research purposes to see if there are service-disabled veteran-owned small business concerns or HUBZone small business concerns that have the core competencies necessary to provide the services being solicited and to determine if there is sufficient competition to make further set asides beyond a total small business set aside. The Sources Sought synopsis was posted June 15, 2007 under number 07T070006, the same number that was assigned to the solicitation that was canceled and deleted. The synopsis will close June 25, 2007. Following evaluation of any capability statements submitted, the Government will re-announce the requirement and post the solicitation. It is anticipated that the re-posting will occur in early July.
