The Health Resources and Services Administration intends to negotiate on a sole source basis with the National Initiative for Children's Healthcare Quality (NICHQ), 30 Winter Street, 6th Floor, Boston, MA 02108 to provide a study on Quality Improvement in Newborn Hearing Screening and Intervention Programs through two Learning Collaboratives held over a period of three years for the National Center for Hearing Assessment and Management. Negotiations with the NICHQ are expected to result in a Contract with a period of performance for three (3) years. NICHQ is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253(c)(1), as set forth in FAR 6.302-1(b)(1)(I). This is not a solicitation. A copy of the solicitation has not yet been produced. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest or submit capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
