As mandated by the Congress in the Legislative Branch appropriation, the Library for the Blind and Physically Handicapped is directed: "...that of the total amount appropriated, $650,000 shall be available to contract to provide newspapers to blind and physically handicapped residents at no cost to the individual." The Library requires the provision of content from at least 264 selected daily newspapers and 7 magazines in audio format via telephone or the internet to blind and handicapped residents provided at no cost to the subscribers. The service must allow individuals across the country to access daily newspapers and magazines. A toll-free call in center must provide services on demand to the subscriber. The service must enable those who cannot read conventional print to have access to content of newspapers and magazines when traveling throughout the United States twenty-four hours a day, seven days a week. As mandated by Congress in HR 2055-346, this project supports the Library's mission to lead and work collaboratively with external communities to advance knowledge and creativity. The Library intends to issue this requirement as a sole source to the Blind Federation of America. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to met all the requirements described in the attached draft SOW.
