The Department of Veterans Affairs, Network Contracting Office located in Murfreesboro, Tennessee intends to issue a sole source firm fixed priced contract to Baptist Memorial Hospital, 6019 Walnut Grove, Memphis, TN 38120. Baptist Memorial Hospital will provide blood antibody screening and identification services for the Memphis VA Medical Center, 1030 Jefferson Avenue, Memphis, TN 38104. The purpose of the antibody screening is to detect red blood cell antibodies other anti-A or anti-B. Antibody identification is performed to determine the antibodies specificity and clinical significance. The requirement will be sole sourced to Baptist Memorial Hospital because it is the only American Association of Blood Banks (AABB). The American Association of Blood Banks is a "national association of hospital and community blood banks, transfusion services, and other immunohematologic services; to improve blood collection and distribution; and to foster high standards of administrative and technical performance in the general field of immunohematology. AABB provides an assessment program, a national clearinghouse program for the transfer of blood and blood credits on a local and nationwide basis, disaster response planning, reference laboratories for the exchange of information and consultation, a rare donor file and a frozen blood depot providing rare blood types, certification and continuing education programs, awards in the field of blood banking services, educational materials and programs encouraging the public to donate blood, and technical and consultation services." This procurement is being conducted in accordance with FAR Part 6.302-1 and 13.106-1(b) (2), "soliciting from a single source."
