Intent to Sole Source - Microbial Transmission Network Analytical Platform Optimization

The Centers for Disease Control and Prevention (CDC) 1600 Clifton Road NE, Atlanta Georgia, intends to award a sole source/firm fixed price contract to Leidos Innovations Corporation the vendor will be responsible for building, optimizing, validating, and establishing a cloud instance of MTNAP for an automated pipeline for HIV molecular cluster detection, characterization, prioritization and reporting to improve the national response for HIV prevention to end the epidemic. The contractor shall Modify and optimize the bioinformatics pipelines and python scripts in MNTAP based on changes to the SAS-based system that is being replaced and developing new task-specific pipelines for automation of all stages from data ingestion to data analysis and report generation. The developed and optimized MTNAP pipeline will generate results congruent with the SAS-based system. This contract action is for services and lab services for which the Government intends to solicit and negotiate with only one source under the authority of “FAR 13.106-1(b)(1)”, “Only one source is reasonable available” which states that. “621511 – “Medical Laboratories. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
