Standardized Intellectual Assessments of general cognitive abilities for students in grades 1-12.

The Department of Defense Education Activity (DoDEA) intends to award a sole source contract to NCS Pearson for Wechsler Intelligence Scale for Children (WISC V) using Operations and Maintenance (Q&M). The WISC V assessment is the only assessment that meets the requirements for comprehensive intelligence test of its kind that (1) provides an integrated assessment of general cognitive abilities for students in grades 1-12 and (2) is based on the most current 2010 census data. Additionally, DoDEA school psychologist have used previous versions of the WISC test to diagnose attention-deficit hyperactivity disorder, learning disabilities, and show discrepancies between cognitive ability and school achievement or education performance since 1960. Using the WISC-V will ensure consistency within the school system. The period of performance is one 12 month base period and four 12-month option periods. This requirement is being solicited in accordance with FAR part 12, Acquisition of Commercial Items and FAR part 13.5, Simplified Acquisition Procedures. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the party's ability to perform the requirement by the response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
