Examiner Commssioning Test validation services, extension of contract per FAR 52.217-9

CFPB seeks to exercise the option to extend the terms of contract CFP-12-C-00012, for CFPB Examiner Commissioning Test and related services, as allowed in FAR 52.217-9. CFPB needs exam validation and case validation services as specified within the scope of the contract, for the October and November exams. While there is a new competitive procurement in process, it is not expected that contract award will take place until October 2017 and the onsite services cannot not be provided until all contractor staff clear CFPB's security process, which usually takes a few weeks after contract award. The exams that are scheduled for October and November would be at risk of not being validated as necessary. CFPB must ensure both the multiple-choice exam and case study are valid and defendable if challenged. Additionally, per the CFPB Examiner Commissioning Program (ECP) and labor union bargaining agreement, there can be no gaps in the delivery of the needed exams. The contract value is expected to increase by $15,137, from $794,421 to $811,558, or less than 2%. The Justification will be posted at award time.
