This notice of intent is not a request for quotes and no solicitation is available. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to the Atlantic Council of the United States, Inc, 1030 15th St NW #12 Washington, DC 20005 for the Blue Horizons program at Air University. The program requires a team of creative artists who have experience with military audiences, to work together with the faculty and students to incorporate creative fictional elements in their various research products and publications. The Atlantic Council's Art of the Future Projects brings together writers, illustrators, directors, and videographers to assist the national security community in thinking about possible shapes the future may take. The Council has experience translating these creative arts for military and security-oriented audiences in compliance with the Statement of Work (see attached). This is a sole source procurement under the authority of FAR 6.302-1. This will be a firm-fixed price contract for 12 months after date of award. If there are any other businesses that can provide the specified services, they must respond to this notice before 3 April, 2017 at 4:00pm Central Standard Time (CST). If no responses are received by the above referenced date/time a sole source contract will be awarded to the Atlantic Council of the United States, Inc.
