The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive, sole source contract to Sterigenics U.S., LLC. located at 2015 Spring Rd. Suite 650 Oak Brook, IL 60523 under the authority of Federal Acquisition Regulation 6.302-1(2). The NAICS code for this award will be 611710. The previous contract was awarded to Sterigenics under a full-open competition in July 2017 for a five year period of performance, which included one-year base period and four one-year option periods. Only one proposal was received in response to this Request for Proposal. The option period one was inadvertently not exercised, however, the government still has a need for the services contemplated in the original award. An informal analysis of prices and examination of the market indicates that an award to this contractor is more advantageous to the government than re-soliciting this requirement. A Sources Sought Notice was published on FBO on 10/13/2016 and Strerigenics was the only responder to that notice. Based on this information there are no other vendor besides Sterigenics that have the requisite capabilities which are to provide training focused on the design and operation of industrial irradiator systems that contain licensed radioactive materials, with emphasis on Category IV, panoramic wet source storage irradiators. A new solicitation will fail to produce a better price or a more advantageous offer than that offered by Sterigencis. Scope of Work The Irradiator Technology Training contract will encompass contractor support to the NRC in providing irradiator technology training to NRC staff and Agreement State inspectors. The training shall be focused on the design and operation of industrial irradiator systems that contain licensed radioactive materials, with emphasis on Category IV, panoramic wet source storage irradiators. The training solutions must include the following: • Revise/Update existing training course materials for the NRC "Irradiator Technology" course • Conduct a three-day irradiator technology training course for NRC staff and Agreement State inspectors and other approved attendees on gamma irradiator technology, up to two times per year. The training shall include approximately one and one-half days of in-class lectures and one day of tours/hands-on activities at an operational Category IV pool-type irradiator. *The Contractor shall provide students with access to an operational Category IV Pool-Type irradiator that is located within a one-hour drive of the location of the classroom. Access shall include the irradiation room, the irradiator control console, and all associated safety equipment and monitors that are part of the irradiator system. The Contractor shall schedule detailed tours and hands-on activities to permit students to familiarize themselves with the safe operation of these irradiators. • Provide a Course Presentation Report to the NRC Contracting Officer's Representative (COR) after each offering of the course. • Provide a Final Report to the NRC COR.
